CHAPTER 1. GENERAL PROVISIONS
§ 1. Scope of Application
1.1. These Rules for the Air Carriage of Passengers and Baggage of Asman Airlines LLC (hereinafter referred to as the “Rules”) have been developed in accordance with the laws of the Kyrgyz Republic, the aviation regulations of the Kyrgyz Republic, and applicable international treaties.
1.2. These Rules govern the conditions of air transportation of passengers, baggage, and carry-on baggage performed by Asman Airlines LLC (hereinafter referred to as the “Airline”).
1.3. These Rules apply to domestic and international flights operated by the Airline, unless otherwise provided by the laws of the Kyrgyz Republic or international treaties.
1.4. The purchase of a ticket constitutes the Passenger’s acceptance of the terms of the air carriage contract and these Rules.
1.5. The Airline reserves the right to amend these Rules prior to the conclusion of the air carriage contract. The terms and conditions in effect at the time of ticket issuance apply to the specific carriage.
§ 2. Terms and Definitions
2.1. The following key terms are used in these Rules:
- Air Ticket — a transport document issued in electronic or other form, confirming the conclusion of the air transport contract.
- Airline — Asman Airlines LLC.
- Baggage — the Passenger’s belongings carried on the aircraft in accordance with the contract of carriage.
- Reservation — the advance booking of a seat on a flight and related services in the Airline’s reservation system.
- PNR — a unique reservation number in the system.
- Checked Baggage — baggage accepted for carriage under the Airline’s responsibility with the issuance of a baggage tag.
- Carry-on baggage — the Passenger’s belongings permitted for carriage in the aircraft cabin.
- Passenger — an individual whose carriage is carried out on the basis of an air carriage contract.
- Infant — a child under 5 years of age on the date of commencement of carriage.
- Child — a person aged 5 to 12 years on the date of commencement of carriage.
- Fare — the established amount of the charge for carriage and the conditions for its application.
§ 3. Priority of Documents
3.1. In the event of a conflict between documents, the following order of precedence applies:
- the legislation of the Kyrgyz Republic;
- international treaties binding on the Kyrgyz Republic;
- aviation regulations of the Kyrgyz Republic;
- these Rules;
- the rules for applying the relevant fare.
3.2. The information contained in the Airline’s reservation system is used for the issuance and performance of carriage, unless otherwise required by mandatory legal provisions.
CHAPTER 2. TICKET RESERVATION AND SALE
§ 4. Reservation Procedure
4.1. The Airline’s tickets are sold through the following sales channels:
- the official website www.asmanairlines.kg;
- the Airline’s mobile app “Asman Airlines”;
- the Airline’s sales offices;
- accredited agencies;
- corporate sales channels;
- authorized online travel agencies (OTAs);
- global distribution systems (GDS).
4.2. When making a reservation, the Passenger or a person acting on the Passenger’s behalf must provide accurate, complete, and up-to-date information necessary for processing the reservation, including:
- last name, first name, and other personal data as stated in the identification document;
- mobile phone number;
- email address;
- information regarding the identity document.
4.3. Contact information must be provided correctly, as it is used by the Airline to send notifications.
4.4. If the reservation is made by someone other than the Passenger, the person making the reservation is responsible for ensuring the accuracy, completeness, and currency of the information provided.
4.5. The Airline sends notifications using the contact information provided at the time of booking. Failure to receive notifications due to incorrect, incomplete, or outdated information shall not be considered a failure by the Airline to provide proper notification.
4.6. A reservation may have the following status:
- preliminary reservation — until full payment is made;
- confirmed reservation — after full payment and issuance of an electronic ticket.
4.7. The ticket is a personal transportation document and is not transferable to another person.
§ 5. Payment for Transportation
5.1. Payment for transportation may be made in the following ways:
- by credit card (VISA, MASTERCARD);
- in cash at the Airline’s ticket offices;
- by bank transfer;
- other methods available through the relevant sales channel.
5.2. The payment deadline for a reservation is determined by the fare conditions or the terms of the relevant sales channel.
5.3. If payment is not received by the specified deadline, the provisional reservation may be automatically canceled without further notice.
5.4. The fare includes applicable taxes and fees, unless otherwise specified when issuing the ticket.
5.5. When paying in a currency other than the fare currency, the exchange rate of the bank, payment system, or other rate used by the relevant payment channel applies.
§ 6. Electronic Document Management
6.1. The airline issues the ticket using an electronic ticket.
6.2. After payment, the Passenger is sent an itinerary receipt containing the transportation details and the reservation number (PNR).
6.3. The primary record of the carriage is the information contained in the Airline’s reservation system.
CHAPTER 3. FARE POLICY
§ 7. Types of Fares and Conditions of Application
7.1. The Airline sets fares and conditions for their application for each route.
“Flex Economy” Fare
1 piece of carry-on baggage — up to 7 kg
Checked baggage — up to 15 kg
Changes:
— Before departure — no penalty, subject to payment of the difference between the original and new fares;
— after departure — not permitted
Refund:
— more than 72 hours before departure — permitted with a 5% penalty;
— less than 72 hours but more than 24 hours before departure — permitted with a 10% penalty;
— Less than 24 hours before departure — permitted with a 25% penalty;
— After departure — refund is issued with a 100% ticket fee
"Full Economy" Fare
1 piece of carry-on baggage — up to 7 kg
Checked baggage — up to 15 kg
Changes:
— Before departure — permitted with a 25% penalty, plus payment of the difference between the original and new fares;
— after departure — not permitted.
Refunds:
— more than 48 hours before departure — permitted with a 15% penalty;
— less than 48 hours but more than 24 hours before departure — permitted with a 25% penalty;
— Less than 24 hours before departure — refund is issued with a 100% deduction of the ticket price.
"Full Economy" Fare (International)
1 piece of carry-on baggage — up to 7 kg
Checked baggage — up to 20 kg
Changes:
— Before departure — permitted with a 25% penalty, plus payment of the difference between the original and new fares;
— After departure — not permitted.
Refunds:
— more than 24 hours before departure — permitted with a 25% penalty;
— less than 24 hours before departure — a refund is issued with a 100% deduction of the ticket price.
7.2. When making a reservation, the passenger is required to review the terms of the selected fare, including baggage allowances, exchange and refund rules, and applicable fees. Once the ticket is issued, these terms are binding.
7.3. The airline reserves the right to apply special, promotional, and other fares with restrictions on refunds, exchanges, validity periods, and other conditions.
§ 8. Special Categories of Passengers
8.1. Special fares or discounts may apply to certain categories of passengers in accordance with the Airline’s rules and fare conditions.
8.2. A special fare may be applied upon confirmation of eligibility through documents required by law or the Airline’s rules.
8.3. The conditions for the carriage of infants and children are determined by these Rules and the conditions of the applicable fare.
8.4. Passengers classified as senior citizens in accordance with the laws of the Kyrgyz Republic are entitled to a 10% discount on the adult fare. This discount is subject to the presentation of a document confirming pensioner status and is available only at sales offices. The number of seats available under this fare on a single flight is limited to no more than 5 seats.
8.5. Persons with disabilities are entitled to a 10% discount on the adult fare. This discount is applicable upon presentation of a document confirming the person’s disability status and is processed only at sales offices. The number of seats available under this fare on a single flight is limited to no more than 5 seats.
CHAPTER 4. CHECK-IN AND BOARDING
§ 9. Check-in
9.1. Check-in for the Airline’s domestic flights begins 1 hour and 30 minutes before departure and ends 40 minutes before departure.
9.2. Information regarding the start and end times of check-in is provided to the Passenger via the website, itinerary receipt, airport information, or other channels.
9.3. Check-in may be performed:
- at the airport check-in counter;
- through other available channels designated by the Airline, if applicable.
9.4. The Passenger is required to arrive for check-in and boarding in a timely manner.
9.5. In the event of late arrival for check-in or failure to meet the established requirements, the Passenger is considered a no-show (NO-SHOW) for check-in and is deemed to have refused carriage; accordingly, the airline has the right to cancel the ticket, deny the passenger carriage without refund of the fare, and dispose of the seat at its discretion within the framework of applicable fare rules.
§ 10. Documents Required for Carriage
10.1. The passenger is required to present valid documents necessary for transportation, check-in, and passing through border, customs, health, and other controls.
10.2. For domestic and international travel, the list of required documents is determined by the laws of the Kyrgyz Republic, the laws of the destination and transit countries, as well as other mandatory requirements.
- Domestic transportation: You must carry an ID card, a foreign passport, or an ID card with the “Tündük” supplement.
- International transportation: You must carry a foreign passport and the documents required by the laws of the destination and transit countries.
10.3. The Passenger is responsible for the presence, correct completion, and validity of the documents. In the event of missing documents or their non-compliance with established requirements, the carrier has the right to refuse carriage without refunding the ticket price.
§ 11. Boarding the Aircraft
11.1. Boarding for the flight begins and ends at the times established by the Airline.
11.2. The Passenger is required to arrive at the boarding gate at the designated time.
11.3. A passenger who fails to arrive for boarding on time may be denied carriage. Such a case is considered a no-show; a passenger’s failure to appear for boarding is considered a refusal of carriage, and therefore the airline has the right to cancel the ticket and dispose of the seat at its discretion within the framework of applicable fare rules.
CHAPTER 5. CARRIAGE OF BAGGAGE AND CARRY-ON BAGGAGE
§ 12. Free Baggage Allowance
12.1. The free baggage and carry-on allowance included in the following fares:
“Full Economy” “Flex Economy” is as follows:
Checked baggage — up to 15 kg per passenger;
Carry-on baggage — up to 7 kg per passenger.
For the “Full Economy” fare on international flights, the following allowances apply:
Checked baggage — up to 20 kg per passenger;
Carry-on baggage — up to 7 kg per passenger.
12.2. The permissible weight, dimensions, and number of pieces of checked and carry-on baggage are established by the Airline and published in the fare rules, on the website, or during the booking process.
12.3. Carry-on baggage must comply with aviation security requirements, be placed in the aircraft cabin within the established limits, and not exceed 55 × 40 × 20 cm in dimensions.
12.4. Checked baggage must comply with aviation security requirements, be placed in the aircraft’s baggage compartment within the established limits, and have dimensions not exceeding 203 cm in the sum of its three dimensions.
§ 13. Excess and Special Baggage
13.1. Transportation of baggage in excess of the established allowance is charged according to the Airline’s current rates.

13.2. Fares for excess baggage, as well as payment terms, are determined by the Airline and communicated to the Passenger prior to the start of the flight or at check-in.
13.3. The carriage of special baggage, including sports equipment, musical instruments, wheelchairs, and other special items, is subject to prior agreement.
§ 14. Items Restricted or Prohibited for Carriage
14.1. Items and substances prohibited by law, aviation regulations, and aviation security requirements shall not be accepted for carriage.
14.2. Restrictions on the carriage of certain items in checked baggage and carry-on baggage are determined by aviation security regulations, airport requirements, and applicable laws.
14.3. By booking (paying for) a ticket, the Passenger confirms that they have read the rules for the carriage of dangerous goods and items restricted or prohibited for carriage, as established by law and the Airline’s rules, and undertakes to comply with them.
§ 15. Liability for Baggage
15.1. The Airline is liable for checked baggage within the limits and in the cases established by the laws of the Kyrgyz Republic and applicable international treaties.
15.2. The Airline is not liable for the safety of items not recommended for check-in, including cash, documents, jewelry, electronics, fragile, and perishable items, unless otherwise provided by law.
15.3. The passenger is obligated to ensure that baggage is properly packed and not to include items prohibited or restricted for carriage.
CHAPTER 6. SPECIAL CONDITIONS OF CARRIAGE
§ 16. Carriage of Children and Infants
16.1. The carriage of children and infants is carried out in accordance with safety requirements, these Rules, and the terms and conditions of the applicable fare.
16.2. Infants aged 7 days to 5 years may only be transported when accompanied by an adult in accordance with the procedure established by the Airline and without a separate seat; the free baggage allowance does not apply, unless otherwise provided for in the fare conditions or paid for separately.
16.3. Children aged 5 to 12 years are transported in a separate seat, unless otherwise required by mandatory safety regulations. The free baggage allowance applies to this category of passengers.
16.4. The age of an infant and a child is determined as of the date of commencement of carriage.
§ 17. Special Provisions for Booking Transportation of Children
17.1. The number of infants carried on a single flight without a separate seat may be limited. To ensure flight safety, the number of infants in this category on a single flight is limited and may not exceed 10% of the total number of passenger seats, but no more than 10 infants per flight.
17.2. If technical limitations of the reservation system prevent the booking of an infant’s transportation in the required format, the Airline reserves the right to apply a technical solution that does not alter the Passenger’s actual status or the terms of carriage.
17.3. The final determination of the Passenger’s category is made based on the documents provided.
§ 18. Carriage of Pregnant Women
18.1. The carriage of pregnant women is permitted provided that the following time remains until the expected date of delivery:
- for a pregnancy of up to 28 weeks—a certificate from a medical facility confirming the gestational age and the absence of contraindications to flying;
- for a gestational age of 28 to 32 weeks inclusive (in the case of a singleton pregnancy)—a medical certificate confirming the gestational age and the absence of contraindications to flying, as well as a prenatal care card;
- for multiple pregnancies — travel is permitted up to and including 30 weeks provided there is a certificate, no contraindications to flying, and a prenatal care record.
18.2. The medical certificate must:
— contain information regarding the gestational age and the absence of contraindications to flying;
— be issued no earlier than 3 calendar days prior to the departure date specified on the ticket;
— be valid on the date of travel.
Medical documents (certificate and exchange card) must be kept by the passenger and presented upon the Airline’s request.
18.3. A pregnant woman may be transported only if she signs a document confirming that the airline is not liable for any adverse consequences related to the passenger’s health condition.
18.4. The airline has the right to refuse to transport a pregnant woman in the absence of the necessary medical documents or if there are reasonable doubts regarding the safety of the flight.
18.5. Newborns and women who have recently given birth are not permitted to travel during the first 7 calendar days after the birth of the child.
18.6. The airline has the right to refuse to transport a pregnant woman if required by the laws of the destination country.
18.7. Pregnant women are not assigned seats near emergency exits.
18.8. Pregnant women who are 28 weeks or more into their pregnancy are not permitted to travel with a child under 2 years of age unless a separate seat is provided for the child.
§ 19. Transportation of Passengers with Disabilities
19.1. The airline provides transportation for passengers with disabilities in accordance with the current legislation of the Kyrgyz Republic and aviation safety regulations. Any assistance provided is carried out in accordance with safety regulations and the specific features of the aircraft.
19.2. To arrange the necessary assistance, the passenger or the person booking the flight must notify the airline in advance of any special needs, including the need for assistive devices, an escort, or other services.
19.3. The carriage of certain categories of passengers may require the provision of a medical certificate, an accompanying person, or prior approval from the airline. The decision regarding the possibility of carriage is made by the airline based on the documents provided and applicable safety regulations.
19.4. The airline does not transport bedridden passengers due to aircraft limitations. Each passenger must board the aircraft independently without assistance.
CHAPTER 7. CHANGES AND CANCELLATION OF TRANSPORTATION
§ 20. Changes to the Terms of Carriage
20.1. Changes to the date, time, route, or other conditions of carriage are permitted in accordance with the procedure set forth in the applicable fare schedule in Chapter 3 of these rules.
20.2. Changes to the passenger’s name are not permitted. Only a single correction of obvious technical (spelling) errors in the first or last name—limited to no more than 2 (two) characters—is permitted, provided that a valid identification document is presented and in accordance with IATA standards.The airline reserves the right to verify the validity of such corrections and to charge a fee in accordance with current fares.
20.3. Penalties and fees may be charged for changes to the conditions of carriage in accordance with the fare rules.
§ 21. Ticket and Refunds
21.1. Voluntary ticket refunds are processed in accordance with the applicable fare rules and Chapter 3 of these Rules.
21.2. Compulsory refunds are made in cases provided for by law, these Rules, and the fare rules, including flight cancellations, long delays, or other circumstances preventing transportation.
21.3. Refunds are processed using the method provided by the Airline or the sales channel, subject to the requirements of applicable law and payment system rules.
21.4. If the ticket was issued through an agency or other intermediary channel, the refund may be processed through the corresponding sales channel, unless otherwise specified by the Airline.
§ 22. Force Majeure
22.1. The Carrier has the right, without prior notice, to cancel, delay, or reschedule the departure of an aircraft, to change the scheduled route of carriage, and to change the destination in the event of circumstances beyond the airline’s control, including but not limited to: adverse weather conditions, natural disasters, restrictions imposed by government authorities , flight safety threats, strikes, epidemics, military actions, and other extraordinary circumstances.
22.2. Upon the occurrence of such circumstances, the Airline shall take reasonable measures to inform Passengers and provide options for further action as required by law.
22.3. The scope of the Airline’s obligations in the event of such circumstances is determined by the laws of the Kyrgyz Republic, international treaties, and these Rules.
CHAPTER 8. LIABILITY OF THE PARTIES
§ 23. Liability of the Airline
23.1. The Airline is liable to the Passenger within the limits and under the conditions established by the laws of the Kyrgyz Republic and applicable international treaties.
23.2. The extent and grounds for the Airline’s liability for delay in carriage, loss, shortage, or damage to baggage, as well as other damages, are determined by applicable legal provisions.
§ 24. Passenger Liability
24.1. The Passenger is obligated to comply with these Rules, aviation security requirements, and rules of conduct at the airport and on board the aircraft.
24.2. The Passenger is liable for any damage caused to the Airline, other passengers, baggage, the aircraft, or other property through his or her own fault.
24.3. The Passenger is liable for providing false information, failing to present required documents, and violating the requirements of government authorities.
§ 25. Limitation of Liability
25.1. The Airline’s liability is limited to the extent established by the laws of the Kyrgyz Republic and international treaties.
25.2. The Airline shall not be liable for indirect damages unless the obligation to compensate for such damages is expressly established by law.
25.3. The Airline shall not be liable for the consequences of a Passenger’s violation of these Rules, legal requirements, and instructions from authorized authorities.
CHAPTER 9. VIOLATIONS AND SANCTIONS
§ 26. Refusal of Carriage
26.1. The airline has the right to refuse carriage in cases provided for by law, aviation security regulations, and these Rules, including in the event of:
- lack of necessary documents;
- violation of safety requirements;
- aggressive behavior;
- a condition that threatens flight safety or other persons;
- the presence of items prohibited for carriage;
- failure to comply with the mandatory requirements of the Airline and authorized authorities.
26.2. The consequences of a refusal to transport, including the issue of refunds, are determined by law, the circumstances of the refusal, and the terms of the applicable fare.
§ 27. Consequences of a Passenger’s Failure to Fulfil Obligations
27.1. Failure by the Passenger to fulfill the obligations established by these Rules may result in refusal of carriage, cancellation of the reservation, refusal to refund amounts in cases provided for by the fare, as well as recovery of damages caused.
27.2. If there are grounds for doing so, the materials may be forwarded to the competent state authorities.
CHAPTER 10. CLAIMS PROCEDURE
§ 28. Filing Claims
28.1. Claims related to the carriage of passengers, baggage, and cargo must be submitted by the passenger in writing:
- to a representative of the Airline at the departure airport,
- to a representative of the Airline at the destination airport,
- by email to sales@asmanairlines.kg
- or at the Airline’s place of business.
28.2. The claim must be accompanied by documents supporting the passenger’s claims, including, but not limited to:
- Passenger information,
- air ticket (itinerary receipt),
- baggage receipt,
- boarding pass,
- a Property Irregularity Report (PIR),
- a description of the circumstances,
- other documents confirming the circumstances specified in the claim.
28.3. Claims may also be submitted via email: sales@asmanairlines.kg, by mail, in person at the Airline’s address, or to representatives at the check-in counter.
28.4. The claim review period is fourteen (14) business days from the date of receipt, in accordance with the laws of the Kyrgyz Republic.
If further review or investigation is necessary, the review period may be extended, but not by more than thirty (30) days from the date of receipt of the claim, in which case the claimant will be notified of the extension.
CHAPTER 11. FINAL PROVISIONS
§ 29. Governing Law
29.1. The laws of the Kyrgyz Republic shall apply to relations arising from transportation, and in the case of international transportation, applicable international treaties shall also apply.
§ 30. Amendment Procedure
30.1. Amendments to these Rules shall be approved by the Airline and published on the official website.
30.2. Amendments shall take effect on the date specified upon publication, unless otherwise provided by law or the content of the amendments themselves.
